Upcoming Election on Franchise Agreement

A franchise agreement is a voter-approved contract between a local government and APS. A franchise gives APS non-exclusive access to use public rights-of-way to safely and efficiently construct, maintain and operate our electric facilities to serve customers. A franchise agreement does not determine which utility serves customers in the area. If a franchise agreement is approved, it is established for a 25-year term by the Arizona Constitution.
As part of a franchise agreement, APS provides 2% of the revenue collected from customers within the city limits to fund important city services such as road improvements, community and economic development and the town’s facilities.
Why we recommend a “Yes” vote on the franchise renewal:
Franchise agreements help cities effectively and economically plan for the future in coordination with APS.
- Community investments: Provides cities with a revenue stream to support improvements to roads, parks, and services and contributes to economic development.
- Prioritizes accountability: Ensures APS is using rights-of-way safely and efficiently and that we comply with local regulations regarding the use of city streets, alleys and other public rights-of-way for our facilities.
- Maintains reliable service for customers: Allows APS non-exclusive rights to use streets and public roads to construct, maintain and operate our electric facilities to reliably serve customers.
- Does not increase electric rates: Franchise agreements do not increase rates for customers or revenue for APS.
