APS issues Distributed Demand-Side Resources RFP

Arizona Public Service Co. (APS) has issued a Request for Proposals (RFP) to meet APS’s future capacity needs and support its commitment to serving customers with 100% carbon-free energy through clean, reliable and affordable power. APS’s Distributed Demand-Side Resources (DDSR) RFP seeks systemwide capacity resources, locational resources and ancillary grid services to help meet resource and operational needs.

APS requests proposals for systemwide capacity resources between 5-40 megawatts and locational resources of 1-5 megawatts. This RFP is open to all distributed demand- side technologies, including both dispatchable and non-dispatchable resources. Proposed projects may have an in-service date for capacity starting in June 2022. The proposed project scale may be phased over two years, with full capacity delivered no later than June 1, 2024.

In addition to meeting resource needs, information gathered from this RFP will also be used to inform a future DDSR Aggregation Tariff that APS is developing. The entire RFP process will be monitored and reviewed by a third-party independent monitor.

APS will use the PowerAdvocate platform for this RFP and will regularly update the platform to include necessary documents and timely instructions for respondents. To register on PowerAdvocate and obtain access to the RFP, please use the appropriate link below:

APS issues addendum to the All Source RFP

Arizona Public Service Co. (APS), will soon serve customers with more solar power after expanding an existing all-source request for proposals (RFP). This addendum expands the project scope of an RFP issued in December 2020 that was broadly designed to serve APS’s growing customer base with clean, reliable and affordable energy. The addendum offers an additional opportunity to develop a solar generating resource on APS-owned land and helps advance the company’s clean energy commitment to achieve a carbon-free power mix by 2050.

APS will procure approximately 600-800 megawatts (MW) of renewable resources and about 400-600 MW of capacity resources through the original all-source RFP. These resources are expected to be in service in 2023 and 2024. The addendum seeks an additional 100-MW or 150-MW photovoltaic solar resource to be owned by APS and in service by early 2023. Proposals submitted in response to the all-source RFP and those submitted in response to the addendum will be managed and evaluated on separate tracks, within the time frames established in each of the solicitations.

The entire RFP process will be monitored and reviewed by a third-party independent monitor.

APS issues All Source RFP and Battery Energy Storage RFP

Arizona Public Service Company (APS) has issued two Request for Proposals that are designed to meet APS’s future capacity needs and support its commitment to serving its customers with clean, reliable and affordable power. In the All Source RFP, APS seeks capacity resources to meet APS system peak load; and a Battery Energy Storage RFP to equip existing APS solar plants with battery storage.

In the All Source RFP, APS requests renewable energy resources of approximately 300-400 megawatts and capacity resources of approximately 200-300 megawatts. This RFP is open to all technologies, including supply side and non-supply side resources. Proposed projects must have in-service dates in either 2023 or 2024.

In the Battery Energy Storage RFP, APS requests a combined total of 60MWs of battery storage additions to two of its existing solar facilities located in Yavapai and Pinal Counties. The requested capacity enables APS’s existing solar resources to help meet peak needs and reliably with clean power, even when the sun is not shining. Proposed projects must be able to begin delivery no later than June 1, 2023.

The entire RFP process will be monitored and reviewed by a third-party independent monitor.
