aps
About the Project
APS plans to build the Grant Street Substation to support the current and future energy needs of Downtown Phoenix and strengthen reliable service for the community. Pending permit approvals, early construction activities are anticipated to begin in early 2027, with a targeted in-service date of 2028.
Project location
The Grant Street Substation project is located adjacent to the existing Lincoln West Substation near Grant Street and Lincoln Street. The project includes expanding the existing substation footprint on the southwest corner of Lincoln Street and 3rd Avenue. The new substation will extend to the intersection of Lincoln and Grant streets.
Project work includes:
- Construction of a new substation
- Underground utility relocations
- Integration with the existing Lincoln West facility • New underground electric infrastructure • Other electric system improvements
- New landscaping, including shade trees • Public art structures and murals
Project Need
The Grant Street Substation is designed to support the overall energy needs of Downtown Phoenix. The new substation, underground electric infrastructure and other system improvements will help APS strengthen reliable service for the Downtown Phoenix community.
Community-centered design
Community input has shaped the Grant Street Substation project. APS began engaging with neighborhood stakeholders and community leaders as early as 2019 through in-person and virtual meetings. Community feedback influenced the facility’s exterior design, murals, landscaping and other features.
The current design includes:
- Approximately 47 murals
- Enhanced landscaping
- Shade trees • Walkways
- Bike lanes
- A pollinator garden
- Architectural features intended to integrate the facility into the surrounding area
Community stakeholders chose a trusted local artist to lead the effort to collect stories, photos and documents to inspire the murals. The murals will be curated through a public call-to-artists. Through this process, a jury will select artists for specific murals and locations.
APS remains committed to listening and maintaining an ongoing dialogue with the community throughout the project.

Construction impacts and notifications
APS will work closely with residents, businesses, community leaders and the City of Phoenix to minimize disruptions during construction.
Some construction activities may temporarily affect surrounding streets and utilities. APS will provide advance notice for significant construction activities and traffic impacts whenever possible.
APS does not anticipate widespread customer outages as part of the Grant Street Substation project. Any work that could affect service will be carefully planned and coordinated to minimize impacts to customers and nearby businesses. If a planned outage is necessary to safely complete a portion of the work, APS will notify affected customers in advance whenever possible and provide information about the timing and duration of the outage.
Stay informed
APS is committed to proactive, transparent communication about the Grant Street Substation project. APS will provide project updates and construction notifications throughout the project.
