Several changes are coming to your APS account

Some new improvements are coming to your APS account starting December 1, 2021. These changes, approved by the Arizona Corporation Commission (ACC), were designed with you in mind and based on your feedback:
  • Simpler rate plans: You’ll have three residential plan choices with new names that make it easier to understand how each option works.
  • More choice and flexibility: Customers can choose between a fixed charge plan or a time-of-use plan and switch at any time, no matter how much energy you use each month. (Customers with rooftop solar cannot choose a fixed charge plan.)
  • More time to pay: You will have an additional week to pay your bill each month, now due in 21 days rather than 14.
  • Two more off-peak holidays: For customers on a time-of-use plan, when Christmas Eve and New Year's Eve fall on a weekday, you'll get off-peak pricing.
  • More bill assistance: More support will be available for customers who run into financial hardship due to a crisis.

Note: Later in 2022, the on-peak window for time-of-use (TOU) plans will shift from five hours to three hours. Customers will receive communications about this change before it occurs.

Bills stay flat or decrease slightly for most

BILL FACTORS: Keep in mind, rates are just one of many factors that affect your monthly bill. Other factors include:

  • Weather and billing graphic
  • Energy and TOU graphic

This is why your bill amount changes from month to month and is especially affected by the seasons. It’s also why a program like Budget Billing is available -- so that even when your usage changes each month, you can pay about the same amount year-round.

YOUR BILL IMPACT: Our average bill is already lower than it was in 2018 through savings we’ve passed along to customers. New pricing changes will affect customers differently, depending on your rate plan, how you use energy and other factors. Overall, most residential customers – more than 70% – will see their bills stay flat or decrease slightly. For the large majority of customers who will see a change, it is typically no more than 2% up or down. That translates to an average monthly bill of $100 now being between $98 and $102 (based only on the effects of the price change and not the other bill factors).

YOUR DECEMBER BILL: To help you understand your total amount due, your bill may be prorated into two periods:

  1. The portion of your bill through November 30, 2021 is billed on the old rates
  2. The portion of your bill from December 1, 2021 and after is billed on new rates
Charges for both periods are combined on the first page of your bill under the “Summary of what you owe” section. Details about your energy use during these two periods will be available on page 3 and 4 of your bill. TOOLS YOU CAN USE: When you register your account on aps.com, a number of tools can help you manage energy use and help you save. You can see how much energy you use, how much is on-peak and off-peak, and sign up for text or email alerts when your bill or usage reaches a certain amount. This is available from the APS mobile app too, where you can also pay your bill. Download it from Google Play or the Apple App Store.

OUR COMMITMENT TO YOU: We are committed to keeping your energy costs as low as possible. Streamlining our work, adopting new and smart technology and planning long-term are just a few ways we strive to keep costs affordable every day. While we hope customers will enjoy some of these new features, we are concerned that the ACC did not fully support clean-technology investments we made to comply with a federal mandate and to maintain a resource customers count on for reliable service. We’ll continue our work to achieve a more constructive long-term outcome that delivers benefits for customers and meets the needs of our growing state.

IF YOU ARE A BUSINESS CUSTOMER: New pricing changes will affect each customer differently, depending on your rate plan, how you use energy and other factors. Overall, bills will stay relatively flat with some customers seeing a small decrease and others seeing a small increase. See below for the changes by rate plan and an example of how that would affect the bill (based only on the effects of the price change and not the other bill factors).

  • E-32 XS Customers: Will see a decrease of .06% - A monthly bill of $200 becomes $199.88
  • E-32 S Customers: Will see a decrease of .06% - A monthly bill of $1,800 becomes $1,798.91
  • E-32 M Customers: Will see a decrease of .07% - A monthly bill of $8,000 becomes $7,994.69
  • E-32 L Customers: Will see an increase of .21% - A monthly bill of $30,000 becomes $30,063.67
