If you’re a limited income customer, you may be eligible to reduce your electric bill through our Energy Support Program (E-3) or Medical Care Equipment Program (E-4).

If you meet the program income guidelines and your application is approved the discount on your monthly bill depends on monthly usage.

how to apply
  1. complete the application form below and make sure all account holders sign the form
  1. proof of income is needed to be approved for the discount. When you mail in the application form you must include copies of income documents showing one month's income for the household.

If you, or a member of your household, receives public assistance from one of the agencies listed below, you can submit a copy of the award letter (or card) dated within the last year for your income verification.

public assistance agencies:
  • Low Income Home Energy Assistance Program (LIHEAP)
  • Supplemental Nutritional Assistance Program (SNAP)
  • Temporary Assistance for Needy Families (TANF)

other acceptable income documents (copies must be submitted for ALL people living in the home):
  • one consecutive month's worth of recent pay stubs
  • W-2’s for the past year
  • most recent year’s Federal Tax Form 1040, 1040A or 1040EZ
  • most recent year’s Federal and state income tax returns (if self-employed)
  • supplemental security income (SSI)
  • social security disability income
  • official child support or alimony award letters
  • veterans benefits
  • annuities
  • unemployment

Important: your income documents will not be returned. Do NOT send original documents. All documentation will be handled in a secure and confidential manner and will be destroyed after processing is complete.

please note:
  • Important: if you are printing your application from aps.com, please make sure that your printer does not cut off the crosshair and qr code markings at the top and bottom of the page. Your application cannot be processed without this information.
  • applications submitted without copies of income documents and/or signatures of all account holders will be marked 'incomplete' and processing will be delayed or cancelled. Customer will be notified of incomplete applications.
  • application processing takes approximately 30-45 days
  • you must recertify each year and provide income documentation to maintain eligibility (we'll automatically send you the necessary paperwork)

how it works
  • to qualify you must meet all of the energy support program (e-3) requirements and submit the E-3 application, in addition:
  • you must also complete the physicians verification application that is part of the Medical Care Preparedness Program
  • account holder must complete, sign and return the application form
  • patient doesn’t need to be customer of record
  • recertify income and re-verify the medical equipment each year to maintain eligibility (we’ll automatically send you the necessary paperwork)
