Tier 2 Reporting

Tier 2 is the utilization of diverse suppliers by our major suppliers. APS's commitment to supplier diversity is fundamental to our core business strategy. One of APS's key objectives is to ensure that diverse business enterprises are provided the maximum opportunity to participate in contracting and subcontracting opportunities for products and services. APS's prime contractors and major suppliers of manufactured products and services are expected to support us in our efforts by providing opportunities to diverse subcontractors and suppliers.

The APS Tier 2 Reporting identifies the utilization and dollars spent by APS prime contractors and major suppliers with diverse suppliers.The APS 2^nd Tier Report identifies the utilization and dollars spent by prime contractors and major suppliers with Diverse suppliers.

Suppliers who have subcontracting requirements in their APS contract shall: 

1. Submit a Subcontracting Plan to the Company’s Manager for Supplier Diversity for review and approval within 12 months of the Effective Date of this Agreement. The Subcontracting Plan shall contain details of the Supplier’s efforts in meeting the Second Tier Goal as identified in Section 29.2(c).
     
   The following Supplier Subcontracting Plan Template may be used in developing an annual written subcontracting plan that complies with the requirements of FAR 52.219-9 (“Subcontracting Plan”). Supplier Subcontracting Plan Template (Word, 33KB) 
    
2. Semi-annual Tier 2 reports shall be submitted by the 15 day of July and January, and upon the completion of the Agreement. APS uses the PowerAdvocate Sourcing Intelligence platform for Tier 2 reporting; semi-annually you will be invited to participate in the Tier 2 Reporting bid event. If you are an APS supplier and have been notified to report your Tier 2 diverse subcontract spend please e-mail tier2.suppdiv@aps.com. You will receive a semi-annual reporting invitation via PowerAdvocate with a link to register for reporting events.

APS uses the PowerAdvocate Sourcing Intelligence platform for Tier 2 reporting; semi-annually you will be invited to participate in the Tier 2 Reporting bid event. You will receive a semi-annual reporting invitation via PowerAdvocate with a link to register for reporting events.
