APS Energy Support Program (E-3) and Medical Care Equipment Program (E-4)

If you are a low income customer, you may be eligible to receive a discount on your electric bill through the APS Energy Support Program (E-3) or Medical Care Equipment Program (E-4).

E-3 and E-4 offer a discount up to 40% off the cost of electricity for customers who meet certain income guidelines. The income guidelines are based on 150 percent of the federal poverty guidelines as determined by the Arizona Department of Economic Security (DES) and changed every July 1st. The discount varies depending on how much electricity is used each month.

Additionally, customers on E-3 and E-4 are exempt from Power Supply Adjustor (PSA) charges. The PSA is an adjustment mechanism that collects the difference between what we are paying for fuel and purchased power.

To enroll in the Energy Support (E-3) or the Medical Care Equipment Program (E-4):

  • The customer must request an application. Application forms* may be viewed and printed here or may be picked up at
  • The customer whose name is on the account must fill out, sign, and send the completed application to the Department of Economic Services (DES). Please note: DES is responsible for processing the application and determining the eligibility of the applicant. Processing the application generally takes from 30 - 45 days.
  • Medical Care Equipment Program (E-4) applicants must also be eligible for our Medical Care Program and complete our online Medical Care Program application. To maintain your eligibility, you must recertify for the program each year. DES will automatically send you the necessary paperwork.
