Developer Installed Streetlights

General
All development projects permitted by the City or County require a review to determine if streetlights are to be installed on the project.  In most cases streetlights are required on the project and are to be installed at the developers expense.  Occasionally, if you are developing in an area where streetlights already exist, the City or County may approve the project without adding additional lighting.  

The developer will need to contact the Phoenix Metro or Statewide areas they are working in to determine what the streetlight guidelines are in order to incorporate the streetlights on their project.  Once the City or County approves and stamps the drawing, please contact your APS Project Leader to provide an electrical design for the project and the street lights. 

Please note, the City or County must also approve any modifications to the approved drawing.

Installation of Streetlights
Developers have the option of installing the lights themselves or paying APS to do the installation. All equipment provided by the developer shall meet the requirements of APS and the City or County they are installed in. See APS approved manufacturer part number list  and APS disribution construction standards.  Additionally, all lights installed by the developer are under the City or County’s inspection procedures. In the metro area, an inspection is performed by Outdoor Lighting following the energization of lights. Any lights that fail APS inspection will need to be corrected by the developer.

Developer Agreement
APS requires a signed Developer Agreement for all developer installed streetlights. Contact your APS Project Leader for agreement.

Pole Numbering
APS will assign pole numbers for the street lights and indicate these numbers on the construction drawing. If the developer installs the lights, they are required to install the numbers on the poles. These numbers are to be obtained from the APS Project Leader.

Trench, Conduit & Junction Boxes
The developer is required to provide trench and conduit per APS electrical design or pay APS to do the work. The developer is required to install an APS provided junction box for each streetlight location. If the junction box is to be installed in concrete or a load bearing location, a polymer j-box shall be installed. For more information see the APS Electric Service Requirements Manual --ESRM

Street Light Relocations
The City or County will need to approve any streetlight relocations, where the light is being moved more than 5 feet.

1. In cities that own their streetlight facilities, the customer or developer will pay the total cost of relocation including any trench, conduit or existing wire work.

2. In cities where APS owns the streetlight facilities and relocation is for a new driveway or other customer construction, the relocation is done on a revenue basis—your Project Leader can determine this for you. If there is no added revenue, the customer will pay the total cost of the relocation.

3. If the customer does not like the location of the light and wants to move the street light, they will pay the total cost of relocation including any trench, conduit or existing wire work.
