Prominent Arizona Leader Victor Flores Joins APS

July 16, 2008

Phoenix, AZ  -   APS today announced the hiring of Victor Flores as Director, Executive Projects and Support in the Community Development Department. Flores will work on state-wide initiatives related to the well-being of local communities and APS customers.

He comes to APS from Salt River Project (SRP) where he most recently held the position of Senior Government and Community Relations Representative.

A community leader with a history of serving the people of Arizona, Flores currently is President of the Arizona-Mexico Commission Board of Directors and a member of the Arizona Transportation Board. In the past, he served on the state's Housing Financing Authority and was elected to the Hayden-Winkelman Unified School District.

"The staggering amount of positive feedback on Victor's appointment is a true testament to his outstanding reputation across the state," said Evelyn Casuga, General Manager, Community Development and Rural Arizona Customer Service.  Flores will report directly to Casuga.

Born and raised in Winkelman, Ariz., Flores has a Bachelor of Science degree in Engineering/Construction Management from Arizona State University. A former small business owner, he became part of the construction management team that worked on environmental mitigation systems at SRP's Navajo Generation station.

Throughout his long and distinguished career, Flores has volunteered at several non-profit organizations including the ASU Alumni Association, Valle del Sol, Inc., the Arizona Hispanic Chamber of Commerce, the Town of Guadalupe Chamber of Commerce, the Arizona Center for Public Policy and the Valley of the Sun United Way.

APS, Arizona's largest and longest-serving electricity utility, serves about 1.1 million customers in 11 of the state's 15 counties. In 2008, APS won its second Edison Award in recognition of innovative leadership and operational excellence in the electric industry. Given annually by the Edison Electric Institute, the Edison Award is considered the industry's most prestigious honor. With headquarters in Phoenix, APS is the principal subsidiary of Pinnacle West Capital Corp. (NYSE: PNW)
