North Valley 230kV Transmission Line Project
The Arizona Corporation Commission (ACC) granted APS a Certificate of Environmental Compatibility (CEC) on June 18, 2003 for this project.
On February 13, 2007 the ACC granted APS a CEC for the TS-9 (Morgan) to Pinnacle Peak 500kV/230kV Project. The TS-9 Project incorporates a significant portion of the North Valley 230kV facilities, along with new 500kV facilities. This project (completed in 2010) was constructed along the same general alignment that was approved for the North Valley Project.

Please review Condition 29 and the project description contained in the TS-9 CEC for details on the project. There are additional facilities that were certificated under the North Valley 230kV project that were not included in the TS-9 project. These include a 230kV line between the Westwing and Raceway substations. Also permitted as part of the North Valley Project are the Avery and Misty Willow substations. Misty Willow substation has since been renamed and is now referred to as the Scatter Wash substation. Construction on the Scatter Wash Substation will begin in 2012 and be fully operational in 2015. View the February 2011 Project Update (Link below) for details.
Construction time frames for the Avery Substation and the Westwing - Raceway 230kV line will depend on future load growth and system need.
