Mazatzal Substation and 345kV Interconnection Project
APS is proposing to construct a new 345kV/69kV substation on Tonto National Forest Service land located east of Highway 87, south of the communities of Payson and Rye. The substation will be located adjacent to the existing 345kV Cholla - Pinnacle Peak transmission corridor. Two new 345kV transmission lines (extending approximately 600 feet each) will connect the new substation to the existing 345kV transmission system. Lower voltage power lines will connect the substation to the existing sub-transmission and distribution systems located to the north of the project. APS provides electric service to the communities in the Payson, Rye, Gisela, Roosevelt Lake, Punkin Center, Mt. Ord, and adjacent areas. Currently these communities are supplied with electricity by the Preacher Canyon substation located about 10 miles east of Payson. These areas have seen considerable growth over the years and the existing electrical system is nearing its capacity. The proposed project will improve electrical capacity and reliability in these areas by providing a new supply of electricity south of the major load areas.
Since this project is on land administered by the U.S Forest Service APS was required to follow the National Environmental Policy Act (NEPA) process. This process included preparation of an Environmental Assessment (EA), a copy of which can be downloaded from a link below. The EA analyzed and evaluated various alternatives and a Finding of No Significant Impact (FONSI) was issued for the project in August 2010. Arizona Revised Statute 40-360 requires that APS file an application for a Certificate of Environmental Compatibility (CEC) with the Arizona Corporation Commission (ACC). Public hearings will be held before the Arizona Power Plant and Transmission Line Siting Committee as part of the process. Upon approval by the Committee the CEC will be passed to the ACC where the Commissioners will review the project during an open meeting. Commission approval of the CEC would allow APS to go forward with construction of the project.
APS filed an application for a Certificate of Environmental Compatibility on February 3, 2011. A public hearing before the Arizona Power Plant and Transmission Line Siting Committee was held on March 22, 2011. The hearing concluded with the Siting Committee unanimously approving the project and proposed CEC. During an Open Meeting held on April 27th the ACC also unanimously approved the Certificate of Environmental Compatibility (CEC). The approval of the CEC by the ACC allows APS to move forward with final permitting, land acquisition and construction of the project. This completes the formal siting process.
